		<description>In theory if a server is US based, with a .com domain and the website owner has left the WHOIS set to the registrar in the US, they can say anything they want, because they would have to address any complaints via the registrar, who when they recieve the email or letter, etc is not committing a crime in country of &quot;broadcast&quot;</description>
