		<description>The use of a statutory instrument and not a bill sais a lot regarding intent and intended. I am not an academic and can understand exactly what is going on here. Very well put article. The whole thing stinks of emergency legislation without the emergency. Have you any links to articles you have written on the lisbon treaty so I can evaluate my unsure no vote of yesterday? It baffles me that people are not more concerned about a level of electronic survelillance that would be outrageous in the &#039;real world&#039; but of course the reason is that electronic surveillance is more or less invisible and inobtrusive (in that people do not really see it happening).</description>
